Proposed Yellow line restrictions – Camp Road area
Purpose of report

This report details the obstructive parking that is currently taking place in Camp Road and at various junctions and bends in the area and officer's recommendations. It seeks approval to formally consult on the proposed double and single yellow line restrictions.
Background
Since 2003 the Council has carried out a number of consultations (informal and formal) and proposed various restrictions. As a consequence of each consultation the proposed measures were changed to reflect the views of the residents directly involved. The last formal consultation was carried out in September 2005 and at the Cabinet meeting in December 2005 it was agreed to make the Traffic Management Order to introduce a CPZ in Camp Road and double yellow line restrictions at various key locations in the area. As a result of a legal challenge from a local business to the made Order the Council withdrew the Order. This resulted in complaints being received from residents of Camp Road who strongly supported the CPZ and the proposed double yellow line restrictions.
Following the election, the Ward Councillors convened a number of meetings between certain interested parties whereby the proposed measures and Council’s duties and responsibilities were discussed.
Recommendation
Taking the current parking practice and Council’s duties and responsibilities in to consideration, it is recommended that approval be given to the undertaking of a formal consultation to introduce the following restrictions :  
1.  ‘At any time’ waiting and loading restrictions to be introduced at: Camp Rd/West Place/West Side Common/The Causeway junction.  At the bends in Camp Road, Camp View and North View.  On the south side of Camp Road.  Chester Road/West Side Common. South Side Common/ West Side Common junction. West Side Common/Cannizaro Road junction.
2 Single yellow line restriction Monday-Friday 8.30am - 6.30pm outside the Fox & Grapes. This will assist Fox & Grapes with their delivery (unloading). Currently the delivery vehicle stops across the vehicular access to the Almshouses causing obstruction and inconvenience to the residents.
